Born in Hardy, he grew up in Trumann and was a 1944 graduate of Trumann High School. He served in the Navy during World War II and received a bachelor of science degree in agriculture from the University of Arkansas.
He joined the U.S. Civil Service in the cotton division of the Department of Agriculture, working as a field representative, cotton classing specialist and office manager. He served on the Board of Supervising Cotton Examiners and was a manager of the Memphis Area Cotton Classing Office.
He was a Mason and a member of First United Methodist Church.
Survivors include a son, Terry Talbot of Alexandria; a brother, John Talbot of Trumann; a sister, Anita Whitlatch of Trumann; two grandchildren; three great-grandchildren; and two great-great-grandchildren.
He was preceded in death by his wife, Dottie Lackey Talbot; and his parents, Mr. and Mrs. Marcus P. Talbot Sr.
Funeral services were Saturday, Feb. 7, 2004, at Forest Hill Funeral Home East in Memphis. Burial followed in Forest Hill East.
